Tender description

Higher Education Commission of Pakistan invites sealed competitive bids for digitisation, cataloguing and long-term preservation of hec library holdings under reference HEC/P&CS/2026/0231. The contract covers services at Islamabad, with an estimated cost of PKR 88 M including all applicable taxes, duties and contingency.

Bidders must be registered with the relevant tax and sales tax authorities, hold a valid registration certificate, and satisfy the financial and technical qualification criteria set out in the bidding document. Experience on at least two comparable assignments of similar scale in the last five years is expected.

Tender documents are available to interested parties up to the published date. Bid security of PKR 1.76 M must be submitted in the prescribed form by 14 Oct 2026.
